The inside story of TDP’s cash transfer scheme
It was in 2004 assembly elections that N.Chandra babu naidu, then single state admirer lost toYS.Rajasekhara reddy, who then teamed up with TRS in promise of a separate Telangana state.
It’s 2009 now and the Chandra babu is doing every thing he can to bring back TDP to power. It seems he is not leaving a single community of people, handloom weavers, fisherman, drivers, cable operators and of course the poor without offering a sop. The two most talked about schemes are those of free colour TV’s and cash transfer scheme. While the former is already being done in the adjoining state of Tamilnadu by the Chief Minister Karunanidhi, the later one, the cash transfer scheme is an alien to Indian people. ‘Babu’ always refers to Brazil where it is currently being implemented. But is he saying the conditions in which it is being implemented?
This scheme is called as Bolsa Familia in Brazil and is based on a few conditions and so is called a ‘Conditional Cash Transfer (CCT)‘.
There are 3 basic conditions that are to be fulfilled by the families in order to be benefited by the scheme.
- Children in the benefiting household must be compulsorily sent to school.
- Children in the benefiting family must be vaccinated regularly like from Polio, Hepatitis etc.
- Mothers-to-be in the benefiting family must receive complete pre-natal care.
Of course all the above said conditions are for the good sake of those families but are they feasible to the poor in this State?
Every time Babu is seen in any campaign, he just says Rs.2000 to extreme poor, Rs.1500 to poor and Rs.1000 to middle class. What do people understand from that? That scheme gives us Rs.2000 every month without doing anything.
It’s OK if Babu implements this scheme without the above conditions but why is he not mentioning them in his campaign remains the question to be asked.
No doubt that the cash transfer is possible or not, it is possible. The Department for International Development is giving its full support to Brazilian Government to successfully implement but only after accepting the above conditions.
But how will it be implemented in Andhra Pradesh?
